A candidacy for the United Nations is judged on what it would carry into the office. These are the four questions on which Macky Sall has spoken most, and most consistently. Each summary cites official sources; each links to the dated positions that make up the public record.

Sovereign debt of the Global South

Developing countries paid a record US$ 1.4 trillion to service their public debt in 2023, and 3.3 billion people now live in countries that spend more on interest than on health or education (UN, « A World of Debt », 2024). The Common Framework agreed by the G20 in 2020 has restructured too few cases, too slowly. Macky Sall calls for faster and fairer restructuring, an end to the risk premium that makes the same road or hospital cost far more to finance in the South, and for debt service never to come before a country's schools and clinics.

Financing for development

The world is short about US$ 4 trillion a year to meet the Sustainable Development Goals (UNCTAD). In 2021 the IMF issued US$ 650 billion in Special Drawing Rights, yet African countries — 1.4 billion people — received about US$ 33 billion, close to 5 per cent (IMF); the pledge to rechannel US$ 100 billion to vulnerable economies is only partly met. The Fourth Conference on Financing for Development (Sevilla, 2025) set a course. Macky Sall asks that its follow-through be measured year after year, and that liquidity reach where it is missing.

Reform of multilateralism

Africa is home to 1.4 billion people and 54 of the UN's 193 member states, yet holds no permanent seat on the Security Council; the African Union's Ezulwini Consensus (2005) has asked for two. The France–Mexico initiative and the ACT Group's Code of Conduct, backed by well over a hundred states, ask the permanent members to restrain the veto in the face of mass atrocities, and since 2022 the General Assembly meets automatically after every veto (resolution 76/262). As Chairperson of the African Union in 2022, Macky Sall carried the continent's voice into the G20. He proposes a Council and a Secretariat that resemble the world they serve.

Digital and AI governance

In September 2024 the United Nations adopted the Global Digital Compact, its first shared framework for digital cooperation and artificial intelligence, while the UN advisory body's report « Governing AI for Humanity » (2024) warned that no global body yet governs a technology moving faster than the states meant to regulate it. Data and computing power remain concentrated in a handful of countries. At the World Governments Summit on 27 August 2026, Macky Sall placed AI among the questions that need common rules before a few actors set them for all, and backed verifiable rules over promises of self-regulation.
